The actual food isn't that expensive. But the fact that it ensures children have a healthy breakfast is a happy bonus. Healthy kids cost the NHS less in the long term.

If cost is not an issue and the clubs are being brought in for the reasons you are purporting, why does it have to be funded by the Taxpayer?
