I doubted myself at first but I'm pretty sure my gut feeling that this is Naohiro Shintani is right. Same noses, collar bone ident, eye shapes. I'll try and get a confirmation. If so, he's taken his work in a more angular direction than even the Sparking Zero cover.

I don’t think people play fighting games for fanservice in the first place, that’s not really the core appeal.
and this isn’t something targeting one character, the whole roster has been adjusted. the series is actually doing better now, because they’re focusing on what really matters: gameplay, balance, and listening to player feedback.
if the game stayed stuck in its 90s version, it wouldn’t have evolved at all.
also, if someone is specifically looking for that kind of fanservice, there are plenty of other games that focus on it, that’s not really what this one is about.
and with things like "blazing pass" with new outfits being added, there will likely be more options anyway, including more classic-style outfits. so it doesn’t really seem like something worth getting upset over.
