Somalia and the African Union have a very tight timeframe to determine how AUSSOM, the AU mission in Somalia, will continue or conclude. It is important to be clear, though. Under the current circumstances, this is not about a successful transition but rather a dignified, managed exit. In this paper, @MustafeGaboobe and I outline what a managed transition would require, while cautioning that the scenarios presented are far from assured. Eighteen months of warnings to both Somalia and the AU have not resulted in a credible contingency plan. Shortly before the UN Security Council meeting on Iran’s nuclear issue, Russia and China raised procedural objections to convening the session. They accused Western countries of politicizing the issue despite what they described as a lack of justification for bringing it before the Council. The United States, United Kingdom, and France rejected this position and pushed for the meeting to proceed. They argued that the 2015 Iran nuclear deal (JCPOA) had been endorsed by a Security Council resolution, which gives the Council ongoing authority to discuss developments related to the agreement. The dispute was resolved through a procedural vote. The result was 11 in favor, 2 against (Russia and China), and 2 abstentions (Pakistan and Somalia). The meeting was therefore allowed to go ahead.
