Funding will not be available until Q3. Project Catalyst is paused until a new budget process is implemented. The Cardano Builder (CB) DAO technically remains in place, but there have been calls to defund it, and treasury withdrawals are largely being deferred until the new “budget process” is established. The Open Source Committee (OSC) budget was never intended to replace these mechanisms, only to complement them, and it was designed as a pilot. In the meantime, the ecosystem is facing a convergence of pressures: a crypto winter, a funding winter, and potentially a development winter if more teams are forced to shut down or leave the ecosystem. There are also growing sensitivities around legal boundaries and speech in governance discussions, which adds another layer of uncertainty. The truth is that Cardano is not dead—but continuing through 2026 in the same state of consensus paralysis could eventually push it in that direction. Competitive salaries do not currently exist within Cardano in the way they do in more mature markets. The ecosystem simply does not yet have the level of supply and demand needed for compensation to be set internally by market dynamics. Instead, the compensation developers request is largely anchored to external markets, which Cardano currently supplements rather than defines. There have also been calls to rely on RFP processes to compare competing budgets. In practice, however, there may not be enough competing providers for that model to function effectively. The last time a situation like this emerged, the largest engineering supplier signaled they might leave the ecosystem if they could not fund their operations. While controversial, the concern was understandable from both sides: if the largest engineering team cannot sustain itself, critical capacity disappears. At the same time, without a mature vendor marketplace, an RFP process has limited leverage for negotiating pricing. Cardano already employs a large portion of the global Haskell engineering talent pool. Alternative nodes may increase diversity over time, but those efforts require time to mature before businesses can realistically build on them. Fiscal conservatism alone will not save the ecosystem. Overspending will not save it either. Governance structures that rely on unpaid labor will struggle to sustain themselves, but overpaying governance participants creates its own problems. Integrations with enterprise partners can help, but those integrations cannot rely indefinitely on teams operating at a loss. Innovation is essential, but innovation rarely happens at scale through unfunded passion alone. Talent is already leaving or finding other ways to sustain their livelihoods. Cardano remains permissionless for builders at the protocol edge, yet much more constrained when it comes to the operational structures that sustain the core ecosystem. Cardano is not dead yet, but it is closer to that outcome than many may want to admit. If diverging viewpoints continue to lock the system into the same stalled state of consensus, the ecosystem risks undermining itself. In the broader Web3 landscape, Cardano increasingly resembles an isolated island. Multiple initiatives are working to reconnect it, but there is still a noticeable hesitancy from outside builders and institutions. More observers are watching the ecosystem than actively entering it. That reality needs to be acknowledged. The power to change course still exists. It sits partly with the community and partly with the institutions coordinating the ecosystem. If those two forces can begin serving each other rather than working at cross purposes, Cardano can continue to grow. Success in areas like Midnight, Bitcoin DeFi integrations, stronger treasury mechanisms, sustainable tooling funding paths, guided innovation programs, and part-time but compensated governance structures could all help stabilize the system. Cardano may be one of the most successful open source passion projects ever built, supported by one of the most loyal communities in Web3. But unless the ecosystem learns to loosen its grip on every lever of control and allow more pragmatic coordination to emerge, it risks turning from something that is into something that was in the historical record of blockchain development. The takeaway: risk tolerance must increase if the ecosystem wants meaningful outcomes. Otherwise, the "ever sought after" treasury risks becoming little more than a symbolic reserve of Hoskies. Spend a little more to make the system relevant this year and 2027, even if it means a 400M NCL, you have 1.6 billion, make the other 1.2 billion worth something. Ideas for turning the ship, of course doing this with the right vetting and responsible processes in place: 1) Fund 1–3 alternative node implementations to increase resilience and engineering diversity. 2) Fund Draper and capitalize a venture hub with the Cardano Foundation to stimulate startup formation. 3) Fund Liquid DeFi initiatives to expand financial utility within the ecosystem. 4) Establish and fund a decentralized Open Source Program Office–style coordination body to close the open source sustainability gap. I gave the framework for it already. 5) Fix and properly fund Project Catalyst so it can operate as an effective innovation pipeline. 6) Approve budget process requests with a 50% threshold aligned to a clearly defined strategy and vision. 7) Fund Intersect’s operational cycle for at least 2-3 years, giving Jack the runway to stabilize and improve the system without the constant risk of defunding. 8) Maximize the integrations already underway across the ecosystem. 9) Ensure the successful launch and adoption of Midnight. 10) Maximize Bitcoin DeFi opportunities and support the teams working to deliver them. 11) Build a real Developer Relations function that coordinates across entities and supports go-to-market adoption. 12) Invest seriously in marketing. Influencers and external voices have already drifted away—bring them back and expand the reach. Cardano needs to be present in the places where industry narratives are formed.

I've confirmed my NO votes for both the 300M and 350M $ADA NCL 🚨 There is no budget or plan for this level of spend, and large intents to spend in this manner will result in no future treasury reserves. Best to have good reasons to want to spend over 100 Million ADA for #Cardano in this market. Full Rational Below 👇 This proposal does not provide adequate rationale to justify the planned NCL of 350 Million ADA. Although many see NCL as a spending limit that does not need to be met, functionally it has so far been treated by the community and proposers as a pot of money to be used up every year. To be fiscally responsible, I would expect there be a concrete plan in place on how this ADA is to be budgeted prior to approving a large spending limit. A budget serves as a practical and honest way of considering the financial impacts the spending of ADA will have on ADA holders, and without some kind of collaborative community budget presented to support a large NCL of 350 Million ADA cannot support this proposal. There has been no proof summited to date that we need to spend anywhere close to this NCL amount, and I would have expected a community poll and engagement on this topic before submitting on chain. That way we could have multiple choice options to gauge sentiment on what this level should be. I would personally expect a NCL of 100 Million ADA or less since there has been no budget submitted.

How long will Cardano treasury last? 🤔 Let's consider current level of fees generated and 300M $ADA NCL. This way, the treasury would last until 2035. Currently the largest inflow to treasury is from reserves, but they won't last forever. Fees will need to fill that gap.

Earlier, we posted a critique of $NIGHT that contained a factual error and we were rightly called out. Here’s what we meant to say: "Charles Hoskinson and IOG have pulled off big things before with Cardano — so the potential is certainly there. But let’s be honest: while IOG’s research is world-class, their track record of shipping production systems on tight timelines is far less impressive. Yes, $NIGHT could become something meaningful. But launching a token before a standalone Layer-1 mainnet exists is less than ideal. For now, we’re firmly in wait-and-see mode." We'll also add that the project is undoubtedly intriguing, and we'll be keeping our eye on it. Whether that will inspire Charles' wrath again, time will tell. We appreciate everyone who pointed out the mistake.

I have voted YES✅ for the Stablecoin DeFi Liquidity Budget 🚨 After an extensive review here is my reasoning: DeFi Stablecoin Liquidity is a serious issue our ecosystem faces, and this proposal presents a solid solution with relatively low risk. Here are some key points to consider: - I would have expected the Cardano Foundation @Cardano_CF or EMURGO @emurgo_io to fund something like this with genesis $ADA , but once again the community and treasury are forced to fund it instead. - I would like to see some kind of financial contribution match by both the CF and EMURGO to bring up the stablecoin liquidity budget total to be higher, or to cover half the costs so the remainder can be returned to the treasury. Thoughts @IOHK_Charles ? - If the CF and EMURGO don't contribute financially to this proposal, I'd like to see their voting seats removed and replaced with other contributing members from the community @F_Gregaard @phillip_pon - When choosing vendors / exchanges, I would expect if any of the voting members have conflicts of interest, that they would abstain from voting. - Although this proposal would put the total spend above my personal NCL of 250 million ADA, the community has decided for a NCL of 350 million ADA and has already green lit a spend above my personal NCL. As a DRep I have to be responsive to community wishes, and this is one proposal I see as a true large scale infrastructure investment for our ecosystem, and not a proposal with high cost high risk and low ROI. This proposal is needed for #Cardano , and should be accomplished sooner rather than later, so I believe this spend is valid for us to make to fill up the remainder of NCL for this year. Thank you to everyone who has put so much work into this proposal, I appreciate your efforts to solve critical problems in our ecosystem 🙏❤️🌎
