CASE UPDATE from @FBISanAntonio: A 19-year-old Texas-based leader of the Nihilistic Violent Extremist group "764" has pleaded guilty to RICO and child exploitation. Alexis Aldair Chavez was a leader of an online network where members worked towards a common purpose of destroying civilized society through the corruption and exploitation of vulnerable populations, including minors. Chavez and co-conspirators groomed and extorted minor victims to engage in a variety of violent conduct, including self-mutilation and other egregious acts. The #FBI remains vigilant against the threat of NVE networks that operate within the U.S. and around the globe. From May to November 2023, Al Shifa Home, which I oversee, successfully deradicalised and reintegrated 194 former ISCAP fighters from the DRC, Uganda, Rwanda, Burundi, and Tanzania. In this paper, published by the Journal for Deradicalization, we explore the programme’s design and staffing, theory of change and core approaches, outcomes, challenges, and key lessons learned. Deradicalisation programmes - particularly the one for former Boko Haram members in Nigeria - are often the subject of criticism, and in many cases, rightly so. Yet the principle of deradicalisation remains sound and workable. The real challenge lies in how these programmes are conceived and delivered.
