Majority have legal status/no criminal record. This is the issue at hand. Some are being deported w/out judge's order. Arrests/deportations are being revoked daily as illegal. I just conducted an unprompted, late night oversight visit at an ICE holding facility at the Mesa Gateway Airport with @RepGregStanton and @Rep_Grijalva. What we saw was shocking and sick. Well over 240 detainees stacked like sardines in cells. People were sick and ICE was refusing medical care. Here’s what happened.

The issue is arresting/detaining brown people who haven't committed a crime, no probable cause or judicial warrant. Many get released w/out charges.
