I can't disprove this but it does not make sense to me. By the 1930's the Stalinist policies were in place and rapidly growing. They were implementing the agricultural policies that were largely based on the US industrial-agricultural model. I have no doubt that there was sabotage and friction with the "kulaks." This had occured during the rapid industrial expansion. I had read a lot of accounts and books from this era and there is nothing that indicates that millions of people were dying from a famine during this period. No photos either. There were some western journalists that suggested this but nothing concrete. It wasn't until the Cold War that this "Holodomor" got legs. And it was it was during the 80s. The claims being made were ridiculous. It got so ridiculous that during the 90s there were western "scholars" who settled for a middle ground and cut the death toll from 12 million to a 6 million. My contention is that they should not be no meeting halfway since the "scholarship" was ridiculous and driven by an agenda in the first place.

This is one of the most important articles I've spent weeks to research and write that proves the following thesis : The Holodomor Was Not an Ethnic Genocide. Part 1: The Specific Claim at Stake: The Holodomor was not an ethnic genocide in the sense that the Holocaust was. The Nazi state identified Jews through racial laws based on ancestry, applied its destructive policy to Jews regardless of class or political behavior, built dedicated extermination infrastructure, and documented its intent openly in its internal records. None of these conditions was present in Soviet Ukraine in 1932-33. The Soviet state did not define Ukrainians as a racial enemy, did not apply its policy on the basis of Ukrainian ancestry, did not build dedicated machinery for Ukrainian destruction, and did not document any such intent. The man who first argued the famine was ethnic genocide, Robert Conquest, abandoned the thesis before he died. The Soviet apparatus that enforced the famine in Ukraine was staffed at every level by ethnic Ukrainians. Kazakhs, under the same Soviet collectivization policy, died at three times the proportional rate of Ukrainians without anyone calling that genocide. The regime that allegedly destroyed Ukrainians as a nation had spent the preceding decade aggressively building Ukrainian-language schools, publishing, and party institutions, and would spend the following decade expanding Ukrainian territory, granting Ukraine an independent United Nations seat, and presiding over Ukrainian demographic recovery. The internal documents of the Soviet state from 1932-33 do not speak of destroying Ukrainians. They speak of class war and grain procurement. Every major archival historian who has worked the post-1991 Soviet record (Davies, Wheatcroft, Tauger, Cameron, Pianciola) has rejected the ethnic genocide thesis. This article examines the evidence against it. The famine that swept the Soviet Union in 1932-33 killed millions. The best demographic estimates place Ukrainian losses between 3.5 and 5 million, with comparable proportional devastation in Kazakhstan and mass mortality across the Volga, the North Caucasus, the Kuban, and Western Siberia. It was caused by Soviet policy: forced collectivization, ruinous grain procurement quotas, and an ideological refusal to relieve the catastrophe as it unfolded. Stalin and the Soviet leadership are responsible for these deaths. None of that is in dispute here. What is in dispute is something far more specific. The claim that the Holodomor was an ethnic genocide, that Stalin engineered the famine to destroy Ukrainians as a national group, is a much narrower historical and legal proposition. It is the thesis of Robert Conquest's The Harvest of Sorrow (1986), of Timothy Snyder's Bloodlands (2010), and of Anne Applebaum's Red Famine (2017). It has become the official position of the Ukrainian state and, increasingly, of Western parliaments. It is also wrong. The evidence (geographic, demographic, institutional, and documentary) does not support it. The most rigorous archival historians of the famine, working from materials unavailable to Conquest, have rejected it. The post-Soviet opening of the archives, which the genocide camp expected would vindicate the engineered-famine thesis, produced the opposite result. What follows is the case against the ethnic genocide reading, point by point, set against the strongest evidence and historians the opposing camp can muster.

They can talk about "rescuing" all they want, but they actually did that, they'd give them with no preconditions.
