Some satanists are theists, because they actually believe in God and Satan. They just prefer Satan of God. Other satanists are indeed atheists, because they don't actually believe in Satan as a living entity, but adhere to the idea of Satan as a counter reaction to the dogma of Christianity as a religion. And you are right. Not all atheists are Satanists.
