ANSWER BY GROK- Yes, Australia would still have a housing shortage if all immigration stopped (i.e., net overseas migration dropped to zero or near-zero), though it would become significantly less severe over time. The current crisis is not solely caused by immigration—it's the result of a long-standing mismatch between housing supply and demand that predates the recent migration surge. Immigration has sharply increased demand in recent years, but stopping it wouldn't magically fix the structural problems on the supply side or clear the existing backlog overnight.Quick look at the numbers (latest ABS data as of late 2025)Australia's population is ~27.7 million and grew by ~424,000 (1.6%) in the year to September 2025. Natural increase (births minus deaths) added ~113,000 people. Net overseas migration (NOM) added ~311,000 people — that's ~73% of total growth. Recent annual dwelling completions have hovered around 170,000–190,000 (with quarterly figures like 43,500 in late 2025), well below the ~240,000 needed annually under the National Housing Accord target. Without immigration, annual population growth would fall to roughly the natural increase level (~100,000–115,000 people/year). That alone would ease pressure a lot — population growth has recently been running 3x faster than new housing supply in some analyses. Why a shortage would still existEven with much lower demand, several factors would keep the market tight in the short-to-medium term:Existing backlog and accumulated undersupply. Australia already has an estimated shortfall of hundreds of thousands of dwellings (recent forecasts show the country on track to miss the 1.2 million new homes target by ~262,000 over five years). This gap built up over decades due to under-building since the early 2000s, not just the post-COVID migration spike. Clearing it takes years regardless of migration. Natural population growth and household formation ~110,000 extra people per year from births/deaths still create new households. On top of that, Australians are forming more households per person than before: average household size has fallen to around 2.5 people due to more single-person households, delayed family formation, aging, divorce, and young adults living independently longer. This means housing demand grows faster than raw population numbers even without migrants. Supply-side problems that don't disappear. The root issue is that Australia hasn't built enough homes in the right places for a long time. Key barriers include: Strict zoning, planning delays, NIMBY resistance, and height/density limits (especially in high-demand inner cities). High construction costs, skills shortages, material inflation, and project delays. Infrastructure bottlenecks and slow land release. These are policy and regulatory failures at federal, state, and local levels — immigration doesn't cause them. Migration also supports housing supply (a bit) Migrants make up a significant share of construction and trades workers. Cutting immigration sharply could reduce building capacity in the short term, as noted in economic modelling (e.g., KPMG analysis showed zero migration for a decade could actually leave house prices higher relative to a baseline due to fewer builders). Bottom lineStopping all immigration would slash new demand by ~70–75% and give supply a chance to catch up — rents and prices would likely stabilise or fall in many areas, especially rentals. But the shortage wouldn't vanish immediately because the problem isn't just "too many people arriving." It's decades of under-supply, demographic shifts creating more households, and planning rules that make building slow and expensive. Sustainable lower migration (e.g., back toward pre-COVID levels of ~80–100k NOM) plus serious supply reforms (zoning overhaul, faster approvals, more land) would be the most effective

When pressed on where all these new immigrants would live given the current housing crisis, Tony Burke said that “immigration was the solution” to the housing crisis and “not the problem” February recorded Australia’s 3rd highest intake of migrants since records began with 96,110 arriving in 4 weeks. That equates to 3,432 people. A day. The country is in huge trouble with this current Government at the controls.
