The DeepSeek Leak: What Liang Wenfeng Really Thinks About China’s AI Race There’s a leaked transcript of Liang of DeepSeek’s May investor meeting. The meeting lasted almost four hours and contains a huge amount of information. He reportedly cancelled the fundraising and may delay the IPO because of the leak. It’s also rumoured Beijing is unhappy because of the sensitivity of what was disclosed. Here’s the full transcript: aiproem.substack.com/p/must-read-de… Here are some points I found particularly interesting. 1. Model differences between China and the U.S. Liang repeatedly argues that the only fundamental gap is compute resources, not talent or algorithms. • Scale / parameter size: Leading U.S. models have around 800B activated parameters. Chinese models, including DeepSeek’s, remain at the tens-of-billions scale. Training an 800B-class model would require roughly 50,000 NVIDIA GB300 cards or 200,000 Huawei 950 cards. DeepSeek’s current compute only supports serious work at the tens-of-billions scale, with plans to reach 150B–250B as more hardware arrives. • Capability gap: Liang says differences in capability, talent development and downstream applications all stem from the compute gap. China is around 12–24 months behind but achieves its results using only about one-twentieth of U.S. compute. The goal is to reduce that lag to 3–6 months while remaining competitive in areas such as cost and user experience. • Other characteristics: DeepSeek believes Chinese models will become the world leader in low-cost, high-quality AI services, much as Chinese manufacturers dominate many industries today. Liang sees no permanent structural advantage for either country once compute becomes more equal. 2. Technology differences Again, Liang sees compute as the key differentiator. • The main bottleneck is GPUs and the capital required to buy them, not algorithms or engineers. • The U.S. benefits from an earlier start, vastly larger GPU clusters and much greater capital investment. • China’s advantages are lower costs, greater efficiency, better product optimisation and a willingness to maximise smaller models. • Both countries follow the same roadmap: LLMs → Chain-of-Thought → AI agents → continuous learning → self-improving systems → embodied intelligence. • Huawei 950 supernodes can substitute for NVIDIA GB200/GB300 systems, though at roughly four Huawei cards per NVIDIA card. Liang believes the software ecosystem can catch up within a year, while manufacturing capacity will take much longer. 3. How DeepSeek sources chips This was one of the most sensitive parts of the discussion. • Current holdings total around 20,000 H100-equivalent cards, most delivered in the previous one to two months. The majority are NVIDIA. • NVIDIA strategy: “Buy as many as possible at a reasonable price.” After the recent financing, the plan is to convert cash into GPUs as quickly as possible because supply—not money—is the real constraint. Overall posture: aggressively acquire every available NVIDIA card (including non-compliant ones where possible - grey market smuggles) while simultaneously investing in Huawei cards to accelerate domestic substitution. Self-built clusters only; no plan to vertically integrate into chip manufacturing.

🫥A Midland, Texas citizen went to City Hall requesting paperwork. He sat inside the public building for an extended period speaking with Strategic Communications Director Stewart Doreen. The footage appears to show that he never raised his voice, never became violent, and was not told what crime he had committed. Then a Midland Police Department officer arrived. She issued commands, placed her hands on him, and ultimately pepper-sprayed him inside City Hall. He was taken outside in handcuffs, transported to the hospital, and reportedly handcuffed to a hospital bed. He has a heart condition and had expressed concern about being forced outside into the extreme heat. After officials reviewed the footage and saw that he had not been acting belligerently, he was released with no charges. No identified crime. No charges. Yet a citizen requesting paperwork from his government ended up pepper-sprayed, handcuffed, and hospitalized. What lawful justification was there for this use of force?

From Wang Xuebing to Fang Xinghai: The Same System, The Same Ending The investigation of Fang Xinghai, former Vice Chairman of the China Securities Regulatory Commission (“CSRC”), is genuinely saddening. His case immediately reminds me of Wang Xuebing, former President of Bank of China. The parallels are striking. - Both represented the best financial talent of their generation. Wang Xuebing was one of Zhu Rongji’s most trusted banking reformers, becoming President of the Bank of China at just 41. Fang Xinghai, was recruited by Zhou XiaoChuan, finance czar of China across two administrations for 15 years. Both became the key architect of China’s capital-market reforms. - Both built rare international credibility. Before leading the Bank of China, Wang spent four years running its New York branch, working directly with Wall Street and the U.S. financial system. Fang worked at World Bank and spent years engaging global investors and international media. - Both were products of China’s talent recruitment strategy. Wang belonged to the generation recruited by Zhu Rongji to modernize China’s state banking system. Fang belonged to the generation entrusted with opening China’s capital markets and integrating them into global finance. In both eras, finance was a national strategic priority, and the Party sought out its brightest minds. - Both rose remarkably quickly. Each reached the pinnacle of China’s financial establishment while still relatively young and became internationally recognized faces of China’s economic reforms. - Both fell in what should have been the prime of their careers. Wang’s career ended with his prosecution in 2002. He was sentenced for 12 years. It was rumoured he tried to slit his throat with a sharpened toothbrush when in prison. Fang, at 62, has now become the latest senior financial official to fall under Xi Jinping’s anti-corruption campaign. Rather than blaming the men, we should blame the system—a system that repeatedly recruits the nation’s finest talents, only to corrupt them and ultimately destroy them. Their life story should serve as a reminder to Chinese talents looking to join CCP orbit today. In the 1990s and 2000s, finance was China’s strategic priority. The Party recruited its brightest minds into banking, securities and financial regulation. Today, that priority has shifted to semiconductors, AI and advanced technology. Once again, China’s most gifted scientists, engineers and entrepreneurs are being encouraged into the Party-state orbit. The stories of Wang Xuebing and now Fang Xinghai should serve as a cautionary reminder. We blame the system because the deepest corruption is not corruption within the system. It is the political system that repeatedly corrupt and destroy some of the country’s most exceptional talents
