This is a setback San Diego can’t afford. In July 2025, the City of San Diego prematurely closed the 150-bed Midway shelter on Rosecrans Street after eliminating operating funds — and paused intakes at all other city shelters at the same time. The result: pathways off the streets were effectively shut down when fewer than 1 in 10 shelter requests were already being met. Since opening in 2022 through a public/private partnership with the Lucky Duck Foundation, the County of San Diego, and the City, this shelter served 1,100+ people, helping many access IDs, health care, and housing — including 181 people who moved into housing, 57 into permanent homes. The shelter could have remained open months longer, and the County was willing to increase funding. Instead, it closed abruptly, displacing residents with little notice. Today, this life-saving asset sits in storage. Despite this, Lucky Duck remains committed to working with the City and County to expand urgently needed shelter capacity — and we are prepared to cover the cost to reconstruct this shelter. Our community deserves better, and our neighbors deserve safe places to sleep.
