Michelle and I are heartbroken by the tragic passing of Rob Reiner and his beloved wife, Michele. Rob’s achievements in film and television gave us some of our most cherished stories on screen. But beneath all of the stories he produced was a deep belief in the goodness of people—and a lifelong commitment to putting that belief into action. Together, he and his wife lived lives defined by purpose. They will be remembered for the values they championed and the countless people they inspired. This is a highly unusual order from a Secretary of Defense, and it’s almost certainly a war crime. In the strike in question, two people survived and were clinging to the side of the ruined boat, and a second mission was spun up to execute them.

This would be a war crime even if there were an actual war and these people were actual combatants, which there isn't and they weren't. It's unquestionably an unlawful homicide under any form of law you wish to apply: military or civilian, domestic or international, federal or state. Flat-out murder by any reasonable definition you can come up with.

Dear @SecWar: I read the classified legal memo. Nothing in the memo, or military law, authorizes a second kinetic strike against defenseless survivors. If the reports are true, then a war crime was committed. Also, there is generally no statute of limitations for war crimes.
