And perhaps the only barrier to more leakage is cost Yet although we can say this saves the State money; as a community are we really happy with having effectively such a large %in private education. Is it healthy for the community?
Guy Plummer@GuyPlummer34449

Since 2010 there has been an overall leakage from the state to private education from reception to Year 11 of 4% and more to Year 13 More parents have willing to use their declining real terms incomes for their children’s education.

@DavidPiesing63 @pvbsc1 @GuyPlummer34449 @ShaneLanglois The private schools haven’t added capacity; explain the totals remaining fairly static? But I wonder what change in socio-economic make-up might have happened, as those without the money have no route of access to the private colleges anymore.

On a comparative basis re the overall result too in numbers, the same % split in 2025 on a pro-rata basis would have seen 450 rather than 562 pupils at the private schools (year 6 and below). That’s a swing of 112 from pro-rata. At £14k a year per child that’s £1.568m of extra school fees being paid by parents compared to those 112 being educated in the States primary school system.

Labour Gov reducing O’seas Aid #Guernsey is adding to it Why can’t the Assembly be ahead of the reality curve instead of hiding from it 😀Am I not @GuyPlummer34449 , man of destiny and introspection, fated to be a political Cassandra delivering true prophecies but ignored😀

So what should have happened is instead of spending an extra £600k on overseas aid in 2026 It cld have gone to extra resources on Quicker vital data prod’s - eg GDP Better budgeting KPI reporting Election analysis etc

@argyllscricket @GuyPlummer34449 @MaryLowe501 What problem has it solved? As a dog owner, should you not take responsibility on yourself rather than transfer it to licensed providers of services? Why did the service providers want it - what’s the point?

@GuyPlummer34449 @MaryLowe501 I expected that people would rail against the obvious overreach. They did not, swayed I think by the prospect of “professionals” walking a dozen out of control dogs off the lead being controlled. This whole thing is completely unnecessary

1 This particular animal welfare legislation was put on the books for all the wrong reasons Nanny state Wrong prioritisation of resources in a time of deficit Response to a govgg survey which only 267 ppl replied - not all in favour and ..
Guy Plummer@GuyPlummer34449

All praise @drandysloan for trying to bring some the Assembly to heel with his requete to repeal this particular animal legislation which mystifyingly became amongst the 1st items put on the books in 2026??? Let’s hope no govgg resources spend on checking dog walkers armbands

@richarddigard @GuyPlummer34449 @Govgg Agree policy purity. A minority of people who have a problem with alcohol seem to dictate the policy the government responds on. Why not just ban alcohol, tobacco and processed food.

I get health implications but the timing when have cost of living issues, GST looming and struggling hospitality and visitor sector is beyond tin-eared. Has @govgg given up caring about ordinary folk in a dash for policy purity? Do deputies bother about people’s lives any more?

@GuyPlummer34449 It also just accepts that nobody can challenge P&R on any of their assertions. When P&R has the mandate for this stuff (which must include setting out a compelling case for all elements, not just a case for GST+), shouldn’t we be allowed to say show all your workings?

@HaleyCamp @DavidPiesing63 @advocategreen1 @GuyPlummer34449 Both are needed. There is not a chance in hell they can close the gap on spending. FTP took 7 years to deliver £10m and likely has actually cost money as areas that cut head count like Revenue Service are costing much more. £ shifted from internal FTE to external consultants

wonder if the internal frictional costs agovgg imposes on itself every day for routine capex and everything else far outweighs any IT losses I’m always on enquiry when orgs ask invites us to look somewhere ie what’s happening elsewhere

@alasdair_milroy @DavidPiesing63 @advocategreen1 @GuyPlummer34449 And this is why people are opposed to GST+. Taxing people more reduces the need to focus on getting the house in order. There’ll be very little motivation to do so once £50m more net is pouring through the door; until they realise it’s all spent already, of course!

@DavidPiesing63 @alasdair_milroy @advocategreen1 @GuyPlummer34449 P&R are using the sense of being better off as a selling point for GST+, but being more energetic about the housing crisis would do more to help people feel better off. It’s the PR-iness I’m pointing out in that statement and this sense that “not regressive” means progressive!

@advocategreen1 @HaleyCamp @GuyPlummer34449 Do we know: How much ETI/SSC has leaked through offshoring? Our Tax Gap in cash economy? Effective Tax increase ; - from removing allowances above £80k - capping Mortgage Relief - waste charges - fuel duty - other indirect taxes? Could a simplified higher GST plus create growth?
