It was supposed to be just another Monday morning on a quiet dairy farm outside Chiquinquirá, about an hour north of Bogotá. But on May 15, 2000, everything changed for 53-year-old Elvia Cortés. Around 4 a.m., four masked men kicked in the door of her small house. They poisoned the family dog so it wouldn’t bark, then clamped a heavy 12-pound collar bomb around Elvia’s neck. The device a thick PVC tube stuffed with two kilos of dynamite had multiple triggers: pressure, chemical, electrical, even mechanical. One wrong move and it would go off. The intruders left a tape recorder with a chilling message. Pay $7,500 by 3 p.m. or the bomb explodes. They told her family they’d come back to remove it once the cash was delivered. Then they disappeared. Elvia, a mother of four who’d recently stopped handing over “protection” money, was terrified but alive. Neighbors called the army. A bomb squad rushed in, moved her to a deserted stretch of rural highway, and got to work. For more than six hours, technicians carefully cut wires and talked to her, trying to keep her calm while the whole thing stayed locked around her throat. It didn’t work. Just after noon the collar detonated. The blast practically decapitated Elvia on the spot and kîllêd the army technician working inches away. Three other soldiers were wounded. The government immediately blamed FARC guerrillas, saying Elvia had been targeted for refusing extortion. FARC denied it. To this day, no one has been convicted and questions about who really built that sophisticated collar still linger. Then the squad huddled around her are the last images of her alive. They still haunt Colombia.

This is something police should enforce but sadly member of public had to do it at his own risk. If you are not overtaking or going slow then you must be in left lane.
