Uganda has reaffirmed its commitment to deepening agricultural trade and investment ties with China during the Uganda–China (Changsha) Agricultural Trade and Investment Forum held in Changsha, Hunan Province. In her welcome remarks, Uganda’s Ambassador to China, H.E. Oliver Wonekha, highlighted the strong and growing partnership between Uganda and China, anchored on mutual respect and shared development goals under frameworks such as the Forum on China–Africa Cooperation and the Belt and Road Initiative. The Ambassador underscored the importance of sustained high-level engagements between the leadership of H.E. Yoweri Kaguta Museveni and H.E. Xi Jinping, noting that these have translated into tangible cooperation in trade, industrialisation, technology transfer and people-to-people exchanges. The Forum builds on a series of engagements between Uganda and Hunan Province, including participation in the China–Africa Economic and Trade Expo, which continues to serve as a key platform for advancing China–Africa economic cooperation. Uganda presented its strategic investment priorities in line with Vision 2040, the National Development Plan IV, and the ATMS framework, Agro-Industrialisation, Tourism Development, Mineral Development, and Science, Technology and Innovation with agriculture identified as a central driver of economic transformation. Delivering a technical presentation, Dr Paul Mwambu from the Ministry of Agriculture, Animal Industry and Fisheries outlined key areas for partnership. These include expanding agricultural trade, promoting agro-processing and value addition, advancing technology transfer and innovation, modernising livestock and fisheries, and strengthening financing and infrastructure. Uganda invited Chinese enterprises to establish long-term trade partnerships, invest in agro-industrial value chains, and support the modernisation of agriculture through mechanisation, digital solutions, and climate-smart technologies. The Government reaffirmed its commitment to providing an enabling environment for responsible investment, including incentives for agro-industrial projects, improved export procedures, and strengthened regulatory frameworks to support private sector growth. The Forum also proposed practical measures to accelerate implementation, including joint working groups on trade facilitation, pilot agro-processing projects, establishment of a Uganda–China Centre for Agricultural Innovation, and development of blended financing mechanisms to support agribusiness. The Embassy of Uganda in Beijing reiterated its readiness to facilitate partnerships and support investors, with a shared goal of translating dialogue into concrete projects that create jobs, boost exports, and improve livelihoods. The engagement reflects Uganda’s broader strategy to leverage international partnerships to drive agro-industrialisation, expand market access, and deliver inclusive and sustainable economic growth.
