Exactly, excellent point. Though I believe the infrastructure and scaffolding is in-place to theoretically execute on the larger scale, they just haven't pulled the trigger out of fear for revealing their hand moreso than it has abundantly been demonstrated. And thus need to ensure they have every angle covered to prevent any potential for seemingly paradoxical effects.

This is an exceedingly late reply so my apologies; but I don't think the pop-culture derived conception of flesh and blood aliens is a sensible one. I don't think that this phenomena exists within a purely three dimensional domain, and believe it exists in a largely supraliminal domain, and does not necessarily originate from interstellar regions.
