Anil Giri @anilkathmandu of Thugipur Publication, the narrative you trying to build on Nepal's new government foreign policy is actually a BOX-IN policy. If anyone has read your article for sometime, can clearly understand your interest, which is not Nepal's interest.

As the deputy assistant secretary of State for the region in Bush 43, I met PM Koirala and all other party leaders in Kathmandu, including Prachanda and Bhattarai, and nearly everyone else too. "Meeting only ministers or higher level officials," which in the U.S. case would mean the Secretary of State or the President, who are not going to be visiting Nepal, basically sets the bar at no meetings with Americans at all, which hardly seems like it would be in Nepal's interest. You meet who you need to meet to get the work done - and Gor can the work done, so that is in Nepal's interest. He should have met Kapur too. This is surprising, if true.
