This means that Social Security is not insurance in a legal framework. You are not entitled to squat. The money you get in return comes out of the paychecks of currently working people vis payroll taxes. Beneficiaries will often (albeit not always) get more in return than they paid in. And because the ratio of workers to retirees has shrunk from 16:1 in 1960 to 2:1 today, there aren’t enough workers pitching in to keep the pool of funds filled. So, the government has to borrow money they don’t have to make up the difference.
