Quebec's massive hydro revenues are exempt from equalization calculations. This was done under Paul Martin. I suspect, but haven't dug deeper, that this was done to give Quebecers the illusion of being a "have-not" province to discourage them from demanding another referendum, while simultaneously serving as an "incentive" to Quebec's provincial govt to take the money instead of pursing another separatist referendum. So, more smoke and mirrors, imposed by the federal government and paid for by the West, to maintain the subjugation of Canada's other separatist province. I wish Canada's two separatist regions would co-ordinate their separatist efforts, either to force Canada to become a true decentralized republic, or to both leave Confederation at the same time.
