In this regard, and within its area of competence, the Dirección General de Tráfico has consistently supported the incorporation of safety and driving technologies in vehicles as a means of effectively improving road safety, as outlined in the Road Safety Strategy 2030 of this organization. One of the essential elements for the development of advanced technologies and the introduction of fully automated vehicles in our national territory is the establishment of an attractive and stable framework to facilitate testing and trials. This is something that the DGT already initiated in 2015 and has been further strengthened by the entry into force of a new reinforced framework under the ES-AV Framework Programme (Evaluation of the Safety and Technology of Automated Vehicles), one of the most advanced in our environment. It is worth highlighting that, under this framework, as can be consulted on our website, Tesla is currently testing 30 vehicles equipped with the FSD system, with nearly 80,000 km driven so far by these vehicles since November 2025, with 0 reported incidents to date. Indeed, we consider that the decision of the RDW may provide new potential opportunities to improve mobility and benefit citizens, as a first step toward making automated vehicles a reality in the EU, as is already the case in other regions of the world. Finally, in accordance with current Spanish legislation on traffic, motor vehicle circulation, and road safety, systems such as the one mentioned in your inquiry (and those complying with UN Regulation No. 171-DCAS) may be registered under the established requirements and conditions, and used legally on Spanish roads if and only if they have the appropriate type approval valid in Spain or in the EU. We must also recall that, for these systems in general, and specifically FSD, the driver will always remain responsible for ensuring road safety and maintaining control of the vehicle at all times.
