"The Russian government is preparing a possible 10% cut to all 'non-sensitive' spending in this ​year's budget, sources told Reuters, but the final decision will hinge on the sustainability of the oil price rise triggered by the war ‌in Iran. As the war in Ukraine enters its fifth year, Russia is facing a double whammy of falling budget revenues from energy sales and of an economic slowdown, which affects tax income from other sectors of the economy. Russian military was initially told it couldn't use Telegram messaging app at the front, and now it is "categorically" prohibited from using the MAX messenger: "The reason for the ban sounds like a death sentence for the developers: critical security issues directly endangering the lives of soldiers and officers, our source notes. The technological reality of the "sovereign" app has proven completely incompatible with combat conditions. Despite colossal budgets and administrative pressure during implementation, MAX still lacks basic end-to-end encryption of messages. Realizing the threat of paralysis of combat command and control, the generals made a purely pragmatic decision, ignoring the political ambitions of the Russian Ministry of Digital Development and Communications and their supervisors in the Presidential Administration. A direct order has been issued to the troops: return all operational communications to Telegram.
