International Green Development Coalition

The High-Level Task Force (HLTF) of the China Council for International Cooperation on Environment and Development (CCICED) convened to review early progress and advance its 2026 work plan. The meeting was chaired by Zhao Yingmin, Deputy Chair of the HLTF, @cciced Council Member, and Chair of the Belt and Road Initiative International Green Development Coalition (BRIGC). Opening remarks were delivered by Xie Zhenhua and Achim Steiner, HLTF Co-Chairs and CCICED Vice Chairs. @ASteiner The meeting reviewed the HLTF's 2026 work plan, a draft outline of the main report, and interim research findings, while the four Working Groups presented their annual plans and held in-depth discussions. The HLTF agreed to apply qualitative and quantitative methods and consider economic, social, and environmental perspectives across all workstreams.

Saliem Fakir, Executive Director of the African Climate Foundation, said his first visit to the BRI Green Innovation Conference was "refreshing and inspiring," highlighting China–Africa cooperation in renewable energy and investment platforms that turn climate ambition into real-economy solutions.

Eang Sophalleth, Cambodia's Minister of Environment, highlighted opportunities for deeper cooperation with China under the Green Silk Road—from tackling plastic pollution to advancing renewable energy. Working together, partners can turn shared sustainability goals into real, measurable progress.

H.E. Salvador Moncada, Ambassador of Honduras to China, highlights the strategic cooperation between Honduras and China in green energy and climate action, aiming for sustainable development and a greener future.

With COP30 marking a pivotal stage of turning commitments into action, BRIGC will continue to strengthen South-South cooperation, promote green innovation, and enhance global connectivity in green finance. By working closely with international partners, BRIGC remains committed to advancing shared development and contributing to a more equitable, resilient, and sustainable global climate governance architecture.

At COP30, BRIGC strengthened its global cooperation network through a series of bilateral and multilateral engagements with partners such as @UN agencies, development finance institutions, and international think tanks. These exchanges deepened global consensus on climate governance, facilitated green investment matchmaking, and broadened cooperation channels for technology transfer and capacity building—enhancing the collective ability to advance global green transition.

BRIGC hosted a thematic event on green innovation at COP30, bringing together experts, research institutions, and international partners to explore new engines for low-carbon and green transformation. Discussions focused on accelerating technological cooperation, strengthening policy coordination, and cultivating innovation ecosystems capable of supporting high-quality sustainable development across Belt and Road partners. Participants emphasized the value of openness and collaboration in advancing shared prosperity and building a greener Silk Road.

At a COP30 side event on building resilient cities and a global green finance hub, BRIGC joined various institutions from Hong Kong—including the Hong Kong Monetary Authority and Hong Kong Exchanges and Clearing (@HKEXGroup)—to explore practical approaches to overcoming the bottlenecks in green investment. BRIGC emphasized the importance of sustainable finance in bridging funding and technology gaps for developing countries and highlighted Hong Kong's unique position as a global connector.

Together with the United Nations Office for Project Services (@UNOPS), BRIGC launched the Global Green Development Practice Case Collection at the @UN Pavilion. This initiative aims to build a global repository of replicable green development practices and create an institutional mechanism linking technology, knowledge, and financing in climate actions. The effort will help transform green concepts into measurable outcomes, promote knowledge-sharing, and support global low-carbon transition.

In its bilateral meeting with Brazil's BNDES, BRIGC advanced the alignment of Belt and Road cooperation with Brazil's national strategies—including the Growth Acceleration Program, the New Industry Policy, and the Ecological Transformation Plan. Under the Green Investment and Finance Partnership framework, both sides agreed to establish a regular coordination mechanism to connect national platforms, accelerate project implementation, and set a new model for South-South climate finance cooperation.

At the High-Level Forum on South-South Cooperation for Climate Change held at the China Pavilion during COP30, representatives from developing countries, international organizations, and UN agencies—including @UNICEF the vital role of South-South cooperation in addressing global climate challenges. Participants highlighted China's long-standing support for developing countries through clean-energy programs, early-warning initiatives, and low-carbon demonstration zones, while calling for more efforts to bridge the green divide, strengthen innovation, and advance a more inclusive and equitable global governance system.

BRIGC played an active and transformative role throughout COP30, hosting high-level dialogues, flagship side events, and strategic bilateral engagements. Working closely with partners such as the United Nations Framework Convention on Climate Change, the Global Green Growth Institute and Brazil's Brazilian Development Bank (@bndes), BRIGC advanced South-South climate cooperation, strengthened green innovation exchanges, and deepened global green finance connectivity—injecting strong momentum into global climate governance at a critical moment for international climate action.

With no major presence expected from the #UnitedStates at the #COP30 United Nations climate change conference, #China and the European Union are expected to play pivotal roles in shaping the outcomes of the annual #UN gathering, scheduled for November in Belem, Brazil, Inger Andersen, executive director of the UN Environment Programme, said. While supporting Brazil to ensure a successful COP30, China and the EU are also expected to facilitate "transformative" low-carbon investments in developing economies, which will create multilateral benefits.

The 2025 Belt and Road Green Innovation Conference was held in Beijing on Oct 18, under the theme "Driving Green Development Together". Nearly 300 participants from 39 countries joined the conference to build global consensus on green development and promote the deep integration of green investment and financing with green transition.
