@ruth_wishart Easy, same way as you would do it for a Universal Basic Income.
You simply lower the tax bands of the better off by the amount of any universal payment, or in this case winter fuel benefit, to cancel it out and recover it automatically through the tax system.

To mimic the immigration policy and create fear among those caught up in it's grip

I heard no no specific mention of reforming universal credit (and thus mitigating the revolting two child cap Starmer won't actually abolish) in the King's Speech. Too feart to mention? Too unimportant? Amendment on two-child cap coming fm @stephenflynn in KS debate next.

We just heard @LesleyRiddoch on GMS. She was asked if independence supporters want a 2nd referendum. She rambled uninterrupted for several minutes, talked up Finland before bemoaning the involvement of private finance in Scotland's NHS. Thanks for the clarification, Lesley.
