Americans mediating between Rwanda- DRC and at the same time issuing sanctions. How does a mediator issue sanctions? Has the word mediation changed meaning?

Point Zero wasn’t taken easily. Burundian and Congolese soldiers paid the price for Tshisekedi and Ndayishimiye’s ethnic politics. The FDLR was pushed back. Mercenaries were defeated. Kayumba’s P5 collapsed, FARDC and FDNB are on the run, and Point Zero has been liberated. If Tshisekedi and Ndayishimiye believe they can drive the Banyamulenge from their ancestral land simply because they are Tutsi, then they should be prepared for a long battle with MRDP/M23. For the Banyamulenge and the MRDP, this is not about liberation, nor is it simply an offensive or defensive war. It is an existential war, a war for survival.

Great piece in Foreign Affairs from @jdlzw and @jasonkstearns on how Washington’s approach to peace in the DRC is running into a wall. I agree with the authors that the Trump administration’s efforts to “police Rwandan behavior” alone will not bring the war to an end. Both sides retain significant incentive to pursue their military and political objectives that outweighs the benefits of the peace deal, and this means that breaking the deadlock will require Washington to apply equal pressure on both sides using the tools at its disposal, including on Kinshasa to abandon the military solution and make some concessions as part of a deal with M23. I’ve written repeatedly since last year that the absence of a DRC-M23 deal is one of the obstacles undermining peace in the east and thus the long-term success of the Washington Accords, now even more salient as Tshisekedi uses the war as a pretext to extend his grip on power. The authors rightly point out that the administration’s preference for regime continuity in the Congo as billions in US investment pour into the mining sector could backfire and further destabilize the country, in part because it “sends the message that the only way to remove him [Tshisekedi] is through extralegal means, pushing moderate opposition leaders to ally with or join armed rebel groups.” @liam_karr and I wrote in May that the increasingly one-sided US approach is counterproductive and enabling this power grab, which could risk its long-term partnership with the DRC. Stearns dressent un bilan critique de la diplomatie transactionnelle de l'administration Trump en RDC. Malgré la signature en décembre 2025 d'un accord de paix entre Kinshasa et Kigali à Washington, les troupes rwandaises massaient déjà au Sud-Kivu pour lancer une nouvelle offensive : la ville d'Uvira tombait quelques jours plus tard aux mains du M23. It should be noted that Rwanda is now the latest group to allege a bias in Washington's approach to its peace mediation. The SAF in Sudan and the Tigrayans in Ethiopia have all argued that Washington's approach to peace is biased against one side. However, I would argue that in all these cases, Washington's interest is in something other than peace--Red Sea security, geopolitical competition or critical minerals--Washington's approach to peacemaking is simply a disguise for advancing its on narrow and parochial interests that have little to nothing to do with peace in Africa.

#DRC - President Evariste Ndayishimiye and Massad Boulos: The last men still believing in their agreement with President Felix Tshisekedi President Félix Tshisekedi is known for failing to honour political and security agreements. Currently, President Évariste Ndayishimiye and Massad Boulos, Senior Advisor to the President of the U.S on Arab and Middle Eastern and African Affairs, remain the only actors with a strong faith in their agreements with president Tshisekedi. A pattern of agreements followed by reversal 1. The Tshisekedi–Kabund Political Alliance (ended 2022). Relations between President Tshisekedi and Jean-Marc Kabund, formerly one of his closest political allies and a senior UDPS leader, deteriorated rapidly in 2022 following a confrontation involving their respective security personnel. Kabund was subsequently removed as First Vice-President of the National Assembly, later arrested, and imprisoned, marking the collapse of their political alliance. 2. The Geneva Agreement (11–12 November 2018) Tshisekedi signed the Geneva Agreement with six other opposition leaders, endorsing Martin Fayulu as the joint opposition candidate for the presidential election of 23 December 2018. Within twenty-four hours, however, he publicly withdrew his signature, explaining that he had come under pressure from members of his party (UDPS). 3. Termination of the FCC–CACH Power-Sharing Agreement (December 2020) Following his inauguration in January 2019, President Tshisekedi governed under a power-sharing arrangement between his coalition (CACH) and former President Joseph Kabila's coalition (FCC). In December 2020, Tshisekedi publicly terminated this arrangement, bringing the coalition to an end and fundamentally reshaping the country's political landscape. 4. Military and security cooperation with Rwanda When President Tshisekedi came to power, the DRC and Rwanda entered into a series of agreements aimed at strengthening bilateral relations, particularly in the areas of security and military cooperation. During this period, relations between the two countries improved significantly, with high-level official visits and regular exchanges between their governments. President Kagame was even celebrated by supporters in Kinshasa with the slogan "Nani aboyi Kagame?" ("Who would dare to hate Kagame?"). However, relations between the two countries subsequently deteriorated, the agreements ceased to be implemented, and President Tshisekedi adopted an increasingly confrontational stance towards Rwanda, including public statements threatening military action. 5. The Agreement with Vital Kamerhe Before assuming power, Félix Tshisekedi and Vital Kamerhe entered into a political power-sharing agreement under the Cap pour le Changement (CACH)coalition. They have agreed that Tshisekedi would stand as the coalition's presidential candidate in the 2018 election, while Kamerhe would support his candidacy. In return, it was agreed that Kamerhe would be backed to run for the presidency in the subsequent election, with Tshisekedi expected to support him, potentially as Prime Minister. However, Tshisekedi imprisoned Vital Kamerhe and sought a second presidential term in 2023, effectively abandoning the reported succession agreement with Kamerhe. 6. The East African Community Regional Force (2023) Following the deployment of the East African Community (EAC) Regional Force, which contributed to reducing hostilities in eastern DRC, President Tshisekedi requested the withdrawal of the force in December 2023, effectively bringing the regional arrangement to an end. 7. Negotiations with AFC/M23 Several rounds of negotiations involving AFC/M23—including processes in Doha, Addis Ababa, Luanda, and Geneva—have been followed by failure to honour commitments. 8. Engagement with Banyamulenge Leaders President Tshisekedi met with representatives of the Banyamulenge community on at least seven occasions. During these meetings, he agreed to protect their community, acknowledging its vulnerability, persecution, and long-standing marginalisation. However, since early 2025, his government has imposed a humanitarian blockade on Banyamulenge communities. It has been conducting drone strikes in areas inhabited by the Banyamulenge, resulting in traum and civilian casualties and further displacement. 9. The Washington Peace Agreement The peace agreement signed between Rwanda and the DRC in Washington did not produce the expected reduction in hostilities. During, and after the signing of the agreement, the DRC government continued military operations, including the use of armed drones and cooperation with foreign military personnel. 10. SAMIDRC Withdrawal and Belgium's Position The withdrawal of the SADC Mission in the DRC (SAMIDRC) was mainly due to the failure to implement key agreements with President Tshisekedi. The mission ended without achieving many of its intended objectives, highlighting the broader challenges facing regional security cooperation. Belgium has also experienced strained relations with President Tshisekedi's administration. Kinshasa's growing strategic engagement with the U.S has weakened bilateral economic cooperation with Belgium and certain expectations for closer economic collaboration have not been fulfilled. Despite these tensions, Belgium continues to maintain close relations with Burundi. Brussels views cooperation with President Ndayishimiye as an important element of its regional engagement and as a means of balancing Rwanda's influence in the Great Lakes region. Conclusion Despite his record of dishonouring agreements, President Évariste Ndayishimiye and Massad Boulos continue to pursue agreements with President Tshisekedi. However, little tangible progress has emerged from either relationship. If past experience is any guide, there are significant reasons to question whether these agreements will ultimately be implemented as intended.

Bombardement de l’hôpital général de Minembwe hier est la dernière preuve du plan de déracinement. MINEMBWE plonge délibèrement dans une ère de déracinement planifiée du peuple BANYAMULENGE par la coalition des régimes de Kinshasa et Bujumbura. Une page d’achèvement mûri du plan d’épuration ethnique et de déracinement d’un peuple. Pourtant, MINEMBWE n’est pas une entité minière. Sans infrastructures routières, la commune ne dispose d’aucun aéroport et d’aucune industrie. L’acharnement criminel des armées, milices et génocidaires rwandais (FDLR) contre cette population n’a qu’une seule visée : EFFACER la communauté BANYAMULENGE de la carte de la RDC. Ceci est inacceptable !

This is the largest sporting event on the planet, despite what some Americans may believe, and the decision to prevent Africa's leading referee from participating in the World Cup sends an extraordinarily damaging message about the United States and the direction in which it is heading. I am genuinely astonished that FIFA has not lodged a formal protest with the United States Government and sought intervention to ensure that this referee, who is held in the highest regard within the international refereeing community, is granted a visa to undertake one of the most important roles in world football. For any referee, appointment to a World Cup is among the greatest honours the sport can bestow. A person's country of birth should never be the sole reason for preventing them from entering a country to carry out a specific professional duty at a specific international event. Particularly when the President of the United States publicly assured the world that participants would be welcomed. If nationality alone has been the determining factor, then this is a serious stain upon both the tournament and the host nation. It raises profound questions about fairness, equality of treatment and whether political considerations are now taking precedence over sporting merit. The World Cup is supposed to bring nations together. Decisions such as this achieve precisely the opposite.

As a World Cup host, the U.S. shouldn't be flippantly barring officials from entering the country to do their jobs. It's terribly backward. It's also counterproductive. Global sports competitions should improve international exchange and relations, not the reverse.

Aujourd’hui, pour la première fois depuis que je suis en #France, j’ai rencontré un #Munyamulenge que je ne connaissais pas et qui ne me connaissait pas. Je vais vous raconter ce qui s’est passé. Lui : « Vous êtes de quelle origine ? » Moi : « Du Congo. » Lui : « Quel Congo ? Le Congo-Brazzaville ? » Moi : « La RDC. » Aussitôt après avoir entendu « la RDC », il s’éloigna légèrement de moi. J’eus immédiatement le sentiment que c’était pour éviter cette question presque inévitable dans ce genre de circonstances : « Et vous, vous êtes d’où ? » Ayant appris que j’étais originaire de la #RDC, il s’est peut-être dit qu’il valait mieux garder ses distances pour éviter d’éventuels problèmes, ou plus exactement des réactions stigmatisantes, comme cela arrive si souvent aux Banyamulenge et aux Tutsi congolais. Je me suis alors arrangé pour lui poser la question : « Et vous, d’où venez-vous ? » Il me répondit : « Je suis Burundais. » Je pressentis immédiatement que ce n’était pas vrai et qu’il me donnait cette réponse pour se protéger de ce que vivent tant de Banyamulenge ou de Tutsi congolais dans ce genre de situation. Après quelques secondes de réflexion, je lui demandai : « N’êtes-vous pas de Minembwe ? N’êtes-vous pas Munyamulenge ? » Il sourit et me répondit : « Oui. » Puis il ajouta : « Vous savez pourquoi je vous ai dit que j’étais Burundais ? » Je connaissais déjà la réponse qu’il allait me donner. C’est d’ailleurs celle que connaissent tous les gens honnêtes qui regardent cette réalité en face. « Je ne vous ai pas dit que je suis Congolais parce que beaucoup de Congolais à qui je dis que je suis Congolais ne l’acceptent pas. Ils me disent que je n’ai pas le visage d’un Congolais. » Je lui répondis : « Je sais. Je ne fais pas partie de ces gens-là. » Puis j’ajoutai : « N’ayez pas peur d’eux. N’ayez pas peur de les affronter. » Notre conversation s’arrêta là. Mais voici ce que je dirais à ce jeune homme la prochaine fois que j’aurai l’occasion d’échanger avec lui. Je lui dirai que le #Congo nous appartient à nous tous. Que ce pays n’appartient pas uniquement à ceux qui pensent en avoir davantage le droit parce qu’ils auraient le visage que possède la majorité de la population. Les mêmes qui répètent qu’« il n’y a pas de minorités au Congo », mais qui sont pourtant les premiers à minoriser les Tutsi congolais en leur disant : « Vous ne ressemblez pas aux Congolais. » Je lui dirai que l’avenir d’un Congo uni, s’il veut demeurer uni longtemps, appartient à tous ses enfants, quelle que soit la forme de leurs visages ou de leurs nez. Car jamais la nationalité n’a été liée au faciès. En effet, comment ne pas comprendre la douleur silencieuse, le traumatisme profond que ressent cette minorité à qui l’on a répété encore et encore : « Vous n’êtes pas Congolais parce que vous ne ressemblez pas aux Congolais » ? À qui l’on a constamment associé le #Rwanda en lui disant de « retourner chez elle », dans « son pays ». Ce jeune homme, arrivé en France à l’âge de 16 ans selon ses propres propos, continue de porter ce traumatisme à distance. Il ne peut s’empêcher de dire qu’il est Burundais, non parce qu’il est menteur, mais simplement pour essayer de vivre en paix, même loin de son pays. Récemment, le Président congolais a clamé haut et fort qu’il défendrait les Banyamulenge. Mais depuis ce discours, combien d’actes discriminatoires à leur égard ont encore eu lieu en RDC ? Dans la vidéo ci-dessous, vous voyez l’un de ces hommes dont les discours discriminatoires contre les Tutsi congolais font partie du quotidien. Je ne serais même pas étonné de voir #Tshisekedi lui serrer la main demain, comme cela s’est déjà produit par le passé. À droite, vous voyez cette dame dont la vidéo est profondément discriminatoire, car elle essentialise tout un peuple en se moquant de son faciès, lequel n’est d’ailleurs absolument pas représentatif de tous les Tutsi. Ce qu’on attend d’un Président de la République, ce ne sont pas des discours démagogiques dans lesquels il affirme qu’il défendra les Banyamulenge. Ce qu’on attend de lui, c’est la construction d’un État où tout propos, tout geste, tout acte discriminatoire dirigé contre un citoyen en raison de son faciès ou de son phénotype soit sévèrement sanctionné par la loi — et j’ai envie d’ajouter : par une justice véritablement juste. Voilà le Congo dont je rêve. Je ne rêve pas d’un paradis où tous les citoyens s’aiment les uns les autres. Aucun pays au monde ne fonctionne ainsi. Mais l’État de droit — « espoir des opprimés », pour reprendre le titre de l’ouvrage de Jean-Marie Van Parys — devrait être capable de protéger chaque citoyen contre les actes discriminatoires et stigmatisants. Aucun citoyen n’a le droit de persécuter un autre pour ce qu’il est. Et cela doit cesser. Un jour — et j’y crois profondément — nous serons débarrassés de cet État qui laisse certains de ses citoyens s’arroger le droit de décider qui est Congolais et qui ne l’est pas, ou encore le droit de discriminer d’autres citoyens en toute impunité en raison de leur apparence physique.
