Russia's recent shipment of 730,000 barrels bought one week of relief against the U.S. oil blockade. The regime is held together by a structural suicide pact. A military-run conglomerate called GAESA controls 60% of Cuba's economy. The military guards the revolution. The civilian government shields the military. The business elite depends on the military running the economy. No faction can break away without collapsing the others. U.S. options on the table range from tightening the blockade to surgical decapitation strikes, all-out air and sea campaigns, or a full ground invasion with tens of thousands of troops. A ground invasion would likely produce dozens to hundreds of American casualties due to asymmetric resistance. The political succession plan is already being tested. Raul Castro's grandson, "Raulito," offered economic agreements to the Trump administration in April. Washington sees him as the potential bridge to a post-Castro Cuba. The island regime has refused every deal for 65 years. It may not get the chance to refuse another.
