In May 1986, the Reagan Administration dispatched Robert McFarlane, the former National Security Advisor, to Tehran alongside Oliver North, a National Security Council staffer, CIA officer George Cave, and others. The delegation carried physical gestures of commitment (a Bible signed by Reagan and a cake decorated with a key symbolizing a new relationship). McFarlane understood that Khomeini held ultimate authority, and his calculation was that by traveling to Tehran in person and meeting directly with the Speaker of Parliament, Rafsanjani, McFarland could convince Rafsanjani to intervene with the Supreme Leader (Khomeini) on the hostage question and broader diplomatic opening with the United States. McFarlane did meet with Rafsanjani and other senior officials. Yet despite these direct meetings, Rafsanjani proved unable to persuade the Supreme Leader Khomeini to grant his blessing to the negotiations or commit to hostage releases. Khomeini’s refusal stood as an impenetrable barrier. The McFarlane delegation, therefore, departed empty-handed, their mission having foundered on the immovable opposition of Supreme authority. Today, the Trump Administration undertook similar outreach to Mohammad Bagher Ghalibaf, the Speaker of Parliament, engaging him in Islamabad to explore diplomatic ground.​​​​​​​​​​​​​​​​ Yet the Supreme Leader and the IRGC swiftly rebuked Ghalibaf for exceeding his mandate on nuclear matters. Forty (40) years after McFarlane’s visit to Tehran, the structural constraint within the Islamic Republic remains unchanged. The Islamic regime is irreformable. The only reasonable Islamic Republic is a dead Islamic Republic.

Hormuz: The Recurring Weapon The Strait of Hormuz has been strategically weaponized five (5) times in recorded history. (1) Sassanid Persia, sixth century CE: The Persian Empire functionally blockaded Byzantine trade, forcing Eastern goods to sell at coercive prices and draining Roman currency into Persia in what became known as the “Drain of Gold.” (2) Medieval Kingdom of Hormuz (1000–1515): Local rulers systematized toll extraction on all transiting vessels, establishing fixed annual levies that turned geography into predictable state revenue. (3) Portuguese Empire (1515–1622): After capturing Hormuz, the Portuguese institutionalized the Cartaz System, a mandatory licensing regime that compelled routing through Portuguese Customs and generated roughly two hundred thousand cruzados annually (equivalent to five million dollars in today’s currency) for the Crown. (4) Iran-Iraq Tanker War (1980–1988): The Islamic Republic attacked oil tankers and mined portions of the Strait in retaliation for Iraqi strikes on Iranian vessels, thereby disrupting commerce without achieving full closure. (5) Operation Epic-Economic Fury (2026–present).

The Iranian regime spends $404M/year on state propaganda (IRIB & state media) — and just $67M on its entire Ministry of Foreign Affairs, including its embassies around the world. That's a 6-to-1 ratio of propaganda over diplomacy. The regime's priority isn't diplomacy with the world, it's controlling what Iranians hear inside it and influencing audiences outside.
