Who are the students that pay nothing? No one asked in committee. At what rate do they graduate and what do they study? What's their citizenship status? I'm certain 42,000 students (student population 101,000) are not in the ROTC program or are merit scholars with near perfect ACT or SAT scores. So many unanswered questions. Needless to say the university president requested more money for this year's budget. How about start with every student having skin in the game?
