Good day I would not like to contribute. This is worth celebrating but let's celebrate knowing the extent of the win. Firstly, just to highlight the huge difference between Valuation and Evaluation / Valuer and Evaluator. Anybody can be an Evaluator of something. Evaluation is generally of quality. It can be the quality of a car, course, education system, implementation of a programme, a relationship, etc. Valuers on the other hand are technical professionals. Valuation is of monetary worth of an asset - can be immovable assets, natural resources, vehicles, plant and machinery, business, etc. Broadly, Quantity Surveyors value the monetary worth of Construction Projects, while Actuaries value monetary worth of Investments (Pensions, Insurance, etc.). Sworn Valuers are provided for by the Administration of Deceased Estates Act and also the Local Authorities Act. They were the recognized people at the time Valuation as a profession was not available here. In other words (there was a lack of such skills). You'd see the requirement to be Sworn in as a Valuer is "Fit and Proper (Sane)". The Magistrate would then proceed to assess your Financial Position through your Financial Statements. No academic requirements. That was then. Today when you have NUST and other SADC universities producing Valuers, and a regulatory bodies (Councils) for the profession in all those countries (Namibia also established a Council in March 2025), the registration body should no more be the Courts, but the Namibian Council for Property Valuers Profession - the same way Engineers are registered with ECN, Medical professionals with HPCNA, QS and Architects with NCAQS, etc. The gap: The problem to this day is that Estate Lawyers and the Master of the High Court are not able to verify the correctness of a valuation (as that is a technical report) and thus have a blind trust that such valuations are correct simply based on the source - a sworn valuer. We also experience this knowledge gap with Municipal Valuations when Provisional General Valuation Rolls are presented at Valuation Courts chaired by a Magistrate (without Valuation Background). The Rolls are approved simply because there's no objection from the public (who also don't understand Valuations). Not because the Magistrate understands the numbers. The public risks being subjected to false Rates and Taxes for years. Why am I saying this? We are coming from a racially discriminative background. Many of your Sworn In Valuers are white people who if you ask them for even a Bachelor's Degree, they'd scratch their heads. They have been singing "experience experience" but we see their reports. They're messing up these values. Their only relevance is Banks who reward them for valuing how Banks want. Another problem, Sworn In Valuer is not the catch. The catch is whether the Valuer is on any Bank Panel. Even if you say two (2) Sworn In Valuers, if both of those Valuers are on any Bank Panel, you're still dealing with the bank. The bank is a cartel - they work together to exploit the public. Get a list of Valuers on Bank Panels. It's the same people on FNB, Bank Whk, St. Bank, Nedbank. So, one can be a Sworn In Valuer (with a credible qualification or without), but if they're on FNB Panel, even if the case involves Nedbank, there's Conflict of Interest as they'd value in the favour of banks. Somebody on a Bank Panel can only value in representation of the Banks. They cannot be trusted to value independently, in the interest of the public. Having mainly white people doing Valuations for black clients is already a risk given how Banks treat clients. They can make Statements about fairness all they want but racism is systemic. The same banks we have here are practicing covert racism in SA. We hear of how white people are having their valuations reviewed and getting better values here in Namibia. We should keep having this conversation. Banks need be investigated and be closely monitored.

.@CRANamibia Responds to NAC Data Leak The Communications Regulatory Authority of Namibia (CRAN), via the Namibia Cyber Security Incident Response Team (NAM-CSIRT), stated that "Based on current assessments, the data may include airport permit system records, parking management information, engineering and project documentation, financial records, and certain internal reports." NAM-CSIRT added that they are currently in the process of verifying the full scope of the leakage and establishing whether any sensitive information has been affected by the data breach. The Namibia Airports Company (NAC) has confirmed that data stolen in a recent cybersecurity breach has been released on the dark web by the INC ransomware group. According to Communications and Marketing Officer Dan Kamati, preliminary findings indicate the leak may include airport permit files, parking databases, financial records, and internal documents. NAC said it is still assessing whether sensitive or personal information was compromised, adding that containment measures have been implemented. JUST IN: The Communications Regulatory Authority of Namibia (CRAN) has rejected an application by Starlink to provide satellite internet services in Namibia. In a notice published in the Government Gazette today, the regulator confirmed that it declined both a Class Comprehensive Telecommunications Service Licence and a Spectrum Licence sought by the American-based company. The spectrum application would have enabled Starlink to operate fixed satellite services across Namibia using designated frequency bands. The company’s submission indicated it has no Namibian shareholding, a scenario that might have played out in the rejection of the application. Namibian policy directives have pushed for 51% local ownership in telecommunications companies, although CRAN and the Ministry of Information and Communication Technology are empowered to determine minimum local shareholding participation in the sector. In the Government Gazette today, CRAN said the decision was taken in line with provisions of the Communications Act, 2009, although detailed reasons were not disclosed in the notice. The authority noted that full reasons for the decision can be requested. Starlink, linked to tech entrepreneur Elon Musk, has been expanding its satellite internet footprint globally, targeting underserved and remote areas with high-speed connectivity. CRAN further indicated that, in terms of the law, it may reconsider its decision within 90 days either on its own initiative or upon petition by an aggrieved party.
