President Trump has directed Commerce to stand up an incentive program for domestic aluminum smelting. Commit to building, expanding, or refurbishing a US smelter and you can import primary metal at half the Section 232 rate, on volume matched to your project's anticipated annual output. Construction has to start by Jan 20, 2029. Why that matters? America runs 4 primary aluminum smelters. About 683,000 tonnes a year. In 1980 we ran 33 sites and 4.65 million tonnes. We were the largest producer on earth. We are now under 2 percent of global primary production. Demand did not fall though, in fact it is currently rising. In 2024 the US imported 5.46 million tonnes of aluminum products and scrap against 3 million exported. Net 2.46 million tonnes of metal this country consumes and does not make. The gap is purely to lead times. When the metal originates overseas, every order queues behind ocean freight, customs clearance, and a tariff calculation that changes by proclamation. When domestic supply is tight, mills allocate. Allocation is a rationing system, and rationing systems serve the largest accounts first. The programs that wait longest are the prototype shops, the new lines, the companies that just won their first contract. A machine shop bidding defense work is rarely blocked by spindle time. It is blocked by when the plate arrives. One thing worth being precise about, because almost nobody covering this gets it right. Smelting is upstream of what most manufacturers actually touch. The binding constraint on aerospace plate is rolling and stretching capacity, not smelting. This proclamation does not solve that. What it addresses is the base of the pyramid, and there is no version of a deep domestic plate market sitting on 4 smelters. Construction on the first new American smelter in 45 years is expected to break ground this year in Oklahoma. 750,000 tonnes at completion, roughly 20,000 tonnes of it high purity metal for defense applications. That one plant would more than double domestic primary production. We are not short on demand. We are short on metal.
