That's not what he said whatsoever. His point was that the typical elderly person won't phone in to complain loudly if their check is missing, whereas scammers will absolutely make a fuss when their payments don't arrive and that’s one way they’re spotting the fraudsters. He also made it clear that legitimate checks won’t be halted for anyone. Quit spreading falsehoods.
