@profmarkreed Language is prohibitive in multiple ways: keeping abreast of literature, publishing, engagement, grant writing etc. Fear/implication of publishing research, engaging etc. in authoritarian states. Perhaps categorizing the list (structural, technical, financial etc) is useful
