Recently, we brought together experts to talk about what a real economic partnership between Ukraine and its neighbours actually looks like. Ukraine is increasingly seen as a future economic partner — not just a country that needs help.

Waszyngton podjął decyzję o bezterminowym wyłączeniu 🇩🇪aktywów Rosniefti (spółek Rosneft Deutschland oraz RN Refining & Marketing) spod przyjętych w październiku ub.r. sankcji 🇺🇸USA wobec 🇷🇺koncernów naftowych. Postanowienie to zastępuje poprzednią, ograniczoną czasowo (do 29 kwietnia br.) derogację z października ub.r. Decyzja Waszyngtonu nastąpiła tydzień po zaordynowanej przez Berlin zmianie podstawy prawnej wprowadzonego w 2022 r. państwowego zarządu powierniczego nad aktywami Rosniefti w RFN. Dotychczasowa kontrola opierała się na przepisach ustawy Energiesicherungsgesetz – zgodnie z nią mogła być ustanowiona na maksymalnie sześć miesięcy, po czym musiała być odnawiana. Ostatnie takie przedłużenie miało miejsce we wrześniu ub.r. Nowy, wprowadzony decyzją z 27 lutego zarząd powierniczy opiera się z kolei na nowo przyjętych w styczniu br. przepisach ustawy Außenwirtschaftsgesetz. Państwowa kontrola na jej podstawie ma charakter bezterminowy, więc nie musi być odnawiana – jest natomiast bezpośrednio powiązana z okresem obowiązywania sankcji UE na Rosję. Berlin od miesięcy zabiegał w Waszyngtonie o przedłużenie pierwotnej, tymczasowej derogacji. Rozmowy między rządami na ten temat trwały od jesieni ubiegłego roku i przebiegały równolegle z pracami legislacyjnymi w Bundestagu nad nową podstawą prawną dla zarządu powierniczego. Bezterminowe wyłączenie aktywów Rosniefti w RFN spod amerykańskich sankcji stabilizuje pracę trzech niemieckich rafinerii, w których udziały zachowuje rosyjski koncern. Zarówno ze strony samych zakładów, jak i władz landów, w których się one znajdują, od tygodni płynęły pod adresem Berlina alarmujące sygnały, że zbliżający się koniec derogacji i niepewność co do jej przedłużenia wpływa negatywnie na pracę rafinerii. Część ich kooperantów miała odmawiać podpisywania umów o współpracy wykraczających poza kwiecień w obawie przed sankcjami wtórnymi USA. Żadna z decyzji – o przedłużeniu derogacji oraz nowym zarządzie powierniczym – nie rozstrzyga kwestii przyszłości aktywów Rosniefti w RFN. Instrumenty te z samej natury – choć bezterminowe – mają charakter przejściowy. Dzisiaj wchodzą w życie nowe zasady pobytu uchodźców wojennych z Ukrainy. Obecnie w Polsce jest ok. 900 tys uchodźców. Wątek: 1. Legalność pobytu jest przedłużona do 4 marca 2027 roku. Do tego czasu mają możliwość zmiany tytułu pobytowego np. na trzyletni pobyt czasowy.

Warmth for Ukraine from the World We are reaching out to all Ukrainian communities abroad, partners, friends, and benefactors worldwide with a call to support the Ukrainian people during this time of extreme winter frosts and brutal Russian terror. Today, I instructed all our foreign diplomatic missions to initiate urgent fundraising campaigns similar to the one recently conducted by our Polish friends. As a reminder, our neighbors demonstrated true Polish leadership, already raising approximately $1 million through the "Warmth for Kyiv" initiative. I want to thank each of the nearly 24,000 donors. We will always remember your solidarity during this difficult time. Currently, our heroes-energy workers are performing real miracles, saving lives under extreme conditions. Our government, including the teams of Prime Minister @Svyrydenko_Y and First Deputy Prime Minister, Minister of Energy @Denys_Shmyhal, is working 24/7 to strengthen energy security. For its part, @MFA_Ukraine is bolstering these efforts through international support—at the level of governments, international organizations, and everyday people, communities, activists, and philanthropists. I regularly brief President @ZelenskyyUa on decisions made by partners to support Ukraine’s energy sector: Norway, the UK, Germany, Italy, Austria, and others. We are now scaling the Polish initiative to other countries around the world. I call upon all compassionate people worldwide—all our friends, communities, civil society, parliaments, regional and local politicians, opinion leaders, the media, and other groups—to respond to this appeal. This assistance is urgently needed. It will go toward purchasing equipment, electricity, power supplies, and all forms of energy directly for Ukrainians and the communities in need. A small piece of your warmth will save Ukrainian families and children. This is about more than just donations—it is about the feeling that we are not alone. It is about the conviction that Russia will not succeed in breaking us with its winter terror. It is about proving that the only response to their cruelty will be an even greater strength and global unity in support of Ukraine—both at the macro level and between people. ⚡️ Secretary of State Rubio called the Geneva meeting between U.S. and Ukrainian delegations the most productive of the entire peace process. He said both sides worked through key points, made real progress, and are now refining details before presidents make the final call, local authorities report.

I happened to see an early version of the "peace plan" , about 6 months ago. It was a purely Russian concept and was nearly identical to what we see today (certainly the 50/50 Russian assets + EU investment in Ukraine reconstruction was there). However two items are glaringly missing. First, a proposal that US (investors) bail post-war Russia out of a pending cash- and investment-strapped recession, "like in the 90s". This was meant as an inducement for Trump (whether as a legitimate US sweetener or as one for friends and family, that wasn't explicit) The second "offering" was a new Russia-US alliance against China. A lot of "Christian alliance" demagoguery was included under that item. I am absolutely certain that this is a Russian, not a jointly developed, proposal. I also cannot imagine the Russians didn't include the 1st of the two extra items. I can see however how that wouldn't be part of the publicly leaked plan. On item 2, can't be sure if Russia dared to include the anti China offer. Again, if it did, it wouldn't be public. So all in all, it might be a 30-point plan after all.

However, the distribution of benefits across sectors will be uneven. While many industries are likely to experience positive effects, a limited number of sectors may face negative impacts. Thats why we need targeted policy interventions to mitigate potential negative effects. 6/6

Following Ukraine’s EU accession, exports of goods and services from EU to Ukraine are likely to rise. The strongest increase is expected in the trade of products and services that were subject to relatively high levels of market protection, such as meat. 5/6
