This is Joshua "Lakey" Hinson. He beautifies San Antonio with sidewalk chalk—the same washable chalk children use for hopscotch. For this, police have arrested him twice, detained him, cited him repeatedly, and continued confronting him whenever they see him. Lakey's art is temporary. Rain removes it. A garden hose removes it. It damages nothing. His signature circles represent community, friendship, and people coming together to create something more beautiful than any one person could create alone. In 2023, Leon Valley police arrested Lakey for chalking on a public sidewalk. The charges went nowhere, and the City of Leon Valley ultimately paid him $16,500 to settle his wrongful detention lawsuit. You'd think that would have been enough. It wasn't. In February 2024, VIA police detained and cited him at one bus stop. Just two days later, they arrested him at Centro Plaza and booked him into jail overnight on a criminal trespass charge. That case was dismissed. Other charges and citations have repeatedly fallen apart as well, yet officers continue approaching him as though none of that history exists. Lakey knows the statutes. He knows the city ordinance. He knows the difference between permanent damage and washable expression. Most importantly, he knows the history of his own cases better than many of the officers repeatedly dispatched to confront him. Here's the irony: San Antonio proudly hosts sanctioned chalk festivals and celebrates sidewalk artists when City Hall approves the event. The same chalk. The same sidewalks. Apparently it's "public art" when government gives permission and "graffiti" when an ordinary citizen expresses himself without asking first. That's the real issue. A right that only exists after government approval isn't much of a right. Free expression shouldn't become a crime simply because it's inexpensive, temporary, accessible to everyone, or created outside an officially sanctioned event. Watch the video. Lakey remains calm. He explains the law. He explains the history. He's had this conversation enough times that he already knows how it usually ends. Yet the response is still the same: multiple armed officers treating washable sidewalk chalk like a public safety issue. Meanwhile, San Antonio faces violent crime, theft, property crime, and countless victims who are waiting for police assistance. Instead, public resources continue to be spent investigating a man drawing circles, flowers, and uplifting messages that disappear with the next rainstorm. Whether you agree with Lakey's artwork or not misses the point entirely. The government shouldn't repeatedly arrest, detain, and harass someone over peaceful, temporary expression—especially when those cases continue to fall apart. San Antonio should clarify its ordinance, properly train officers, and stop treating harmless expression like criminal behavior. The sidewalk will survive the chalk. Our civil liberties may not survive the precedent.
