Learning being viewed as part of the job is definitely one important angle and folks 100% should spend some time, at least weekly if not daily, learning
But it shouldn’t stop there. Funding should be available for furthering education, certifications & conferences

@JaysonMcIntosh and if your team(s) are asking for a training or subscription service don't reply with "Can't they just use YouTube?" ... trust that they've done the research into the services they are requesting... or at least have a conversation about alternatives they've explored!
