Only in communist gobbledegook does a school library not stocking a book mean the same as "banned".
If there is a rule or law preventing you from acquiring it, or penalizing you for possessing it, it's banned.
Having to get it from a regular library or Amazon is not banning anything.

Like there are plenty of books that have been banned by various governments around the world, books burned by Nazis, books long out of print that are too controversial to reprint. Hell, I would even accept if these were books that were banned from being brought to schools from an outside source, but no, it's always a combination of international best sellers, pornography and books that are mandatory reading across half the English speaking world.
