Today, I wish to say something that some Zimbabwean citizens may not enjoy hearing. Among SADC's 16 member states, Zimbabwe is the only country with a unique and complex way of amending its Constitution. Countries like Botswana, Seychelles, South Africa, and Namibia, to mention but a few, employ a shorter process for amending their Constitutions. They do not take long to amend their respective Constitutions because, in most of those countries, they do not employ the 90-day consultation period or the referendum process. In Zimbabwe, as a matter of fact, a referendum is required when amending the Bill of Rights, issues related to land, and presidential term limits, a move that some SADC member states do not make. Instead, they simply take the proposed amendments to Cabinet, followed by gazetting, before they are taken to Parliament for debate and voting. If the Bill passes with a two-thirds majority, it is then taken to the Senate before receiving Presidential assent. My submission rests on the fact that we are a bit more democratic here in Zimbabwe than most other SADC member states when it comes to issues related to Constitutional Amendments.

Counsel, with all respect, you are over simplfying and distorting the issue to the point of sounding more like an amateur political commissar. The correct position is that where section 328(7) applies, and it should be emphasised that it applies ONLY where the amendment in question is an amendment of a TERM LIMIT PROVISION, affected incumbents cannot benefit; unless the amendment has been approved by a referendum. The Bill does not amend any term limit provision to trigger or engage section 328(7)!

It is sad how the remarkable success of Tagwirei has cultivated animosity towards him, leading many to generate content predicated on this negative perception. A number of critics are lurking behind unsubstantiated claims that he engages in theft, an assertion that is patently ludicrous given his verifiable track record as a reputable businessman. Such unfounded accusations, particularly from individuals whom he has previously aided, serve only to divert attention from his authentic contributions to both the ruling party and the nation. Numerous testimonials attest to his crucial role in aiding the country’s resistance against sanctions and in supporting the party's initiatives leading to the Second Republic. To accuse him of building his business empire through illicit means is utterly preposterous. In the absence of credible evidence, these allegations devolve into mere propaganda. This calculated campaign of misinformation disregards the verifiable reality of his strategic investments and economic ability. One quirky lesson I have learned in life is that if one is accused of theft when innocent, it may be preferable to commit an actual transgression than to be unjustly disparaged for fabricated narratives! From my perspective, Tagwirei has never harbored any political aspirations. His appointment to the Central Committee was largely a result of external pressures from those seeking his support for the party as a distinguished business figure. Had it been solely his choice, he could have ventured into politics long ago, given his integral involvement in party affairs over the years. On one occasion, I publicly proclaimed him as my preferred successor to President Mnangagwa. This declaration did not resonate well with him, prompting me to clarify that it was merely my personal opinion. He recognized that such public endorsements, despite being well-meaning, could inadvertently target him for adversarial scrutiny, potentially jeopardizing the stability he seeks as a mere businessman. While attacks and derogatory insinuations are anticipated, he is my muzukuru, and our principles compel us to unite, especially against unwarranted assaults. This is a principle I uphold in relation to the President as well. Beyond his status as the nation’s leader, we share familial ties, thus there is need to stand with one’s own. The same applies to Wicknel. I harbor no objections to his method of wealth accumulation; in fact, I wish I possessed his capacity and connections to make money as he does. However, my concerns lie with his apparent lack of decorum, his need for respect towards individuals and offices, and his seeming disregard for legal boundaries. It is there where I draw a line. It is imperative that individuals refrain from leveling accusations of corruption against others simply because they have achieved success.
