Easier said than done…the internet is needed inside the protest areas to coordinate the people and alert if the police are coming.
Add to that the IRGC has an entire network of civilian hunters just looking for this. The second it pops up in the city - you are a target. And in crowded areas - you can just drive away fast.

Unauthorized satellite internet is now officially classified as a threat to the state.

There are only about 50,000 in the entire country of millions of people. The problem is getting the terminals into the country is costly and insanely dangerous.
Remember most people in Iran are living on like 100 usd a month, and 1 terminal can cost basically an entire years salary.
