Church, State, and Religious Freedom according to the manual Christ's Church(1957) by Monsignor Van Noort, Pages 349-387. The following are direct quotations from Monsignor Van Noort's treatment of Church and State, specifically focusing on freedom of religion and conscience and the obligations of the catholic state. This will be divided in 3 parts: 1. Principle 5, A really Catholic State is per se obliged to profess Catholicism publicly (🧵, 1) 2. Scholten 1. The position of non-Catholics in a Catholic State. ( 🧵, 2-3) 3. Scholion 2: Where the idea relationship is not obtainable. (🧵, 4) Starting with the following remarks: Before summarizing the points taught by Leo(I'm not summarizing but for the summary see manual pages 349-352), it is important to notice that Leo is concerned primarily with stating what is the ideal relationship that should obtain between the Catholic Church and a Catholic State. The pope is concerned with the relationship between the Church and states with a pluralistic religious background only secondarily and incidentally. Still, in dealing with the latter question, the pope-in a few memorable paragraphs which we shall quote later on—does clearly show how Catholic governments may grant full religious liberty to its non-Catholic citizens without being inconsistent with Catholic principles. Obviously, we neither expect, nor can we reasonably demand that non-Catholics, whether Protestants, Jews, Agnostics, or Atheists, fully recognize the rights of the Church so long as they fail to recognize the Church for what she is: the Mystical Body of Christ and the Kingdom of God on earth. The facts that God has instituted a supernatural order and a supernatural society are known only from revelation and by faith. Indeed, the whole nub of the Church-State problem for non-Catholics lies not in the logical consequences the Church deduces from her premises but in those very premises themselves. Hypothetically they can see the logic of concluding that there should be harmonious cooperation between the State and the Roman Catholic Church if: (1) Jesus Christ is really the Son of God; (2) Jesus Christ did institute a real church destined for all mankind; (3) that church established by Christ is none other than the Roman Catholic Church. If non-Catholics deny any one of these three premises they necessarily and logically deny the Church’s conclusions about the Church-State relationship. These premises are dealt with prior to the Church-State problem. Of course if a non-Catholic is totally unaware of these prior premises, it is impossible to carry on an intelligent discussion of the Church-State problem with him even in hypothetical terms.
