Suggesting that people going to St. E today don't go to Black River: 1. The roads in and out are narrow and influx of vehicles is just going to cause more problems. What's needed most is road clearing to create greater access. You'll be stuck in traffic for hours 2. There are MANY other communities that need help and those people so far neglected to the point they are making their way to BR in order to get aid and then BR people fighting them, the outsiders.
