The Starmer-Reeves Great Deception. Like his Chancellor, Starmer claims taxes had to rise because OBR forecasts showed a huge shortfall. Both Starmer and Reeves are being dishonest. Let’s start with Reeves’ self-imposed fiscal rule: by 2029/30 tax revenues should be £10bn more than day-to-day spending. That’s her headroom. The OBR downgrade of productivity growth took £16bn off revenues by 20/30. That’s the bit — the only bit — the PM/Chancellor always mention to justify their tax rises. But it’s not the whole story. Far from it. The OBR reforecast also includes more buoyant tax revenues adding almost £32bn in extra revenue by 20/30 — more than wiping out the productivity shortfall and producing a healthy £16bn surplus/headroom by end-decade. But this government can’t stop spending so the OBR had to add in extra spending too. Add together the productivity shortfall and the extra revenues and the extra spending (before this Budget) and you end up with £4bn headroom in 29/30. Small but still a SURPLUS. The fiscal rule is intact. Starmer-Reeves knew this from end-October. They knew there was no huge fiscal shortfall from mid_September. Not once did they even allude to it. Instead they went for gloom and doom OBR forecasts to justify their tax rises. But taxes rise £26bn to pay for extra welfare and to increase the headroom to £22bn. Nothing to do with poor OBR forecasts, everything to do with Starmer-Reeves spending policy choices. Yet still they can’t admit it and take ownership of the full picture.
