There is an aggressor: Russia. There is a victim: Ukraine. We were right to help Ukraine and sanction Russia three years ago—and to keep doing so. By “we,” I mean the Americans, the Europeans, the Canadians, the Japanese, and many others. Thank you to all who have helped and continue to do so. Today at #COSP17, we again raise the alarm about the wrong direction of #deinstitutionalisation strategies in #Europe. The "group homes" model, promoted in many #EU countries with @EU_Commission financing, is causing torture, ill-treatment and segregation, violating the #CRPD.

75 yrs ago, the Soviet Union, in an effort to stifle resistance to occupation, staged mass deportations from 🇱🇻🇪🇪🇱🇹. Over 42K 🇱🇻people were sent to Siberia in cattle wagons. Russia's leadership continues to commit the gravest intl. crimes for which accountability must be ensured.
