Here’s a visual of what the area around City Hall was like: Red is everything that was blocked off with limited to no access, only people that worked there or had City Hall tickets were allowed around City Hall. Even then, those people had trouble being allowed passage by NYPD. Especially in the upper right hand red area, that’s where the kid was arrested. Yellow was supposed to be the access points to Broadway they said would be the open screening points. They weren’t letting anyone in. They said pens would open at 6AM, by 7:30AM they were telling people the pens were at capacity even though no one ever moved. Green is where everyone was walking up and down just trying to get to Broadway From what I experienced, and from accounts from some friends that were out there, the best way to get on Broadway was to exit a train station that placed you RIGHT ON Broadway and/or be as close to Battery Park as possible and somehow finesse your way up and down Broadway.
