The 14th amendment doesn't cover illegal aliens because of the phrase "and subject to the jurisdiction thereof". Birthright citizenship was NEVER intended to be interpreted as we do today as evidenced by the writings/statements of those who passed it, and the fact that nobody interpreted it that way after passing it... not until decades later. It would be good, and right, and proper for us to return to that original practice/understanding/intent.
