The original bill had no emergency clause This is now confirmed from a second independent source: the emergency clause was not in the original draft. It was added after Purcell recommended it. That means the referendum-blocking mechanism was a deliberate post-drafting addition, not a feature of the original legislation. It was inserted specifically to prevent a public vote.

Trivia: Property taxes represent about 33% of King County's General Fund revenue. Luxury listings in King County are spiking. Read a decline in pricing as capital flight. You may not like them, but high earners pay the most property tax, REET, capital gains, and sales tax. When they leave, WA's 1% levy cap shifts the same total bill onto fewer doors. Everyone who stays pays more, including middle-income, lower-income, property owners and renters alike.
