@elliereeves It defeats the object of 'closing' schools if a large proportion of parents endeavour to send their children regardless, particularly when they have the ability to keep them at home (as challenging as that may be). You seem to be encouraging them to do that?
4/ Parents will rightfully want to make their own choices, but this is a shift from the March guidance which talked about parents only being able to send children if they had no alternative. There is also nothing in the framework that says both parents have to be critical workers
