This is still a lie because in the same statement in which Herzog says this, it’s because of the inaction and participation in atrocities by civilians, and then he explicitly calls for protecting civilians.
Also, Gallant was right, Hamas *is* a bunch of human animals. Hamas should also be destroyed. That’s not genocidal intent because Hamas, a party that started the war by committing numerous atrocities including the actual crime of genocide, is not protected by the Genocide Convention. You cannot genocide them. But it is reasonable to destroy them. That is also not a crime.
Khalil only knows how to lie. There’s more to his lies that I know, and maybe @StateDept would be interested in them.

He did not refer to Palestinians as “human animals.” That quote came from Yoav Gallant, and it was specific to Hamas, not Palestinians as a whole. It’s also objectively true after all we saw that Hamas did. @KhalilJeries is lying, again.
