Teachers and staff members get to spend their earnings on whatever they want, but homeschooling parents are required to spend all of their $10,000 per child on educational expenses like instructional materials, tutoring, classes, testing, books, etc. If you're a parent in Florida who homeschools 4 children instead of working a full time job, why shouldn't you be able to spend that $40,000 on anything your family needs - just like a public school teacher who earns $40,000 per year that they can spend however they like? This policy sounds like it's leveling the playing field but it's really still requiring homeschoolers to accept a much lower standard of living than families involved the public schooling system.
