साल 1989। नेताजी मुलायम सिंह यादव ने मुख्यमंत्री पद की शपथ ली ही थी। सचिवालय में फाइलें जमा थीं, राजनीतिक सौदे चल रहे थे, लेकिन नेताजी ने कहा “आज ही सभी ज़िलों के पुलिस कप्तान लखनऊ बुलाओ।” अगले ही दिन डीजीपी, डीआईजी और ज़िलों के एसपी लखनऊ में थे। कमरे में खामोशी थी। सब जानते थे कि यह कोई औपचारिक मीटिंग नहीं है। नेताजी अंदर आए और सीधे बोले “अब यूपी में दो सरकारें नहीं चलेंगी। एक सरकार होगी कानून की।” उन्होंने एक-एक कर हालात पूछे कहाँ थाने किसी नेता के इशारे पर चलते हैं, कहाँ अपराधी खुले घूमते हैं, कहाँ पीड़ित की एफआईआर नहीं लिखी जाती। अफसर जवाब देते गए, लेकिन असली बात तब आई जब नेताजी ने कहा “अगर किसी थानेदार ने सत्ता का नाम लेकर अपराधी छोड़ा, तो उसकी कुर्सी नहीं बचेगी। और अगर किसी एसपी ने आँख बंद की, तो वह भी जाएगा।” कमरे में बैठे अफसर समझ गए कि यह सरकार सिर्फ़ बदल नहीं रही, काम करने वाली है। यहीं से वह दौर शुरू हुआ जब कई जिलों में कप्तान बदले गए, राजनीतिक सिफ़ारिशों पर तबादले रुके, और पुलिस को पहली बार यह महसूस हुआ कि अब जवाबदेही ऊपर तक जाएगी। इसी सख़्ती के साथ आगे चलकर डकैतों के खिलाफ़ अभियान, भू-माफिया पर कार्रवाई और अपराधियों पर शिकंजा तेज़ हुआ। नेताजी का संदेश सीधा था “सरकार अगर मजबूत होगी, तभी गरीब सुरक्षित रहेगा।” यही उनकी पहली सरकार की असली नींव थी।। #MulayamSinghYadav #Netaji 🙏🏽💐
