Lowering cost???? Texas currently has no state income tax (one of only a handful of states without one). Revenue relies heavily on property taxes, sales taxes, and oil/gas. In 2019, Talarico voted NO on House Joint Resolution 38 — a constitutional amendment to permanently ban a state personal income tax in Texas.

Every reason why educated people have fled the GOP - replaced by lower ability people - can be found in the Paxton vs. Talarico discourse in Texas. A smart person would have to suffer a series of fairly significant head injuries to begin to understand pro-Paxton talking points.
