Under Putin, Russia invaded Ukraine, occupied our land, executed civilians. They raze towns and cities, bomb us every day, burn entire families in their homes. They abducted thousands of Ukrainian children, for which Putin was indicted. He is a war criminal. It is very clear.

Russia is trying to extend the logic of war to Europe’s rear. On April 15, Russia’s Defense Ministry claimed that Europe’s plans to expand drone production and supply to Ukraine are "dragging" European countries deeper into the war with Russia. It published a list of companies in several European countries and Israel allegedly involved in producing drones or components for Ukraine, including their addresses. Medvedev later stated outright that this list constitutes potential targets for the Russian armed forces. Russia is not only trying to intimidate Europe over its support for Ukraine, but also to preemptively deter the expansion of European drone manufacturing at the very moment it is scaling up its own serial production. The Commission has explicitly stated its intention to integrate Ukraine into Europe’s defense industrial base. One of the funded projects, STRATUS, focuses on AI-powered cyber defense for drone swarms and includes a Ukrainian subcontractor. So, Russia is issuing threats precisely at the moment when not just a supply chain for Ukraine is emerging, but a broader European-Ukrainian innovation and production framework. At the same time, Russia continues to rapidly expand its own drone capabilities. The Institute for the Study of War estimated in 2025 that the Alabuga facility could produce around 5,000 Shahed-type drones per month, or roughly 60,000 per year. According to the Institute for Science and International Security, in March 2026 Russia launched 6,462 Shahed-type drones and related strike/decoy drones, averaging 208 drones per day. While Russia already has scalable production and a high tempo of use, Europe is only now transitioning from fragmented programs to a more integrated, large-scale ecosystem. If this European ecosystem is slowed down, Russia will be able to maintain its advantage for longer.
